Off the top of my head, I would look for differences in the way in which IE
is setup. I would also check a different browser just to clarify that it's
an IE problem.

When I login to my gmail account on the Acer Laptop
with Vista Home Premium on IE 9.00 the address bar
and the title bar starts blinking and nothing is displayed.
 
It works fine on my desktop with Vista Business.
 
Any ideas?
