A few suggestions:
Did you check the settings for Browsing history in Internet Options? If the amount of 'Days to keep
pages in history' has been set to 0, it won't record anything.
Also, by reloaded - do you mean a complete reset of IE? If you meant something else, try Microsoft's
Fix It to do an automatic reset or do it yourself: Tools - Internet Options - Advanced tab -
Reset.... This will bring it back to a fresh new version with its default settings.

Failing that, how about an upgrade to IE9?
