Google a search string "repair vista installation" as I've done here for you. I'm sending a search as I don't know your level of sophistication but the top 5-10 hits will give you a good overview. If you have questions after that, you can pose them here.

IE9 is no longer in Beta and is stable in Windows 7 and getting good reviews overall. I would assume good performance in Vista although I've not had time to test it on my Vista partition. IE8 I know runs well in Vista. The major reason for the advisory to upgrade is security. One thing that happens with each version of IE is notably better security.

Honestly though, and you know your machine best, if you're looking at a repair install, I would think about saving your valuables and starting over from scratch. In the long term you might find it the more effective and efficient remedy. Just a thought. With a repair install you'll end up not losing anything but you'll have all the updates to reinstall. The clean install will only add about 30-60 minutes to your time assuming you backup your drivers prior to tanking your current Windows partition.
