In the rules area, you can "export" the rules to a backup destination of
your choice.

I don't know where the default location is honestly. I run Outlook 2010 on
Windows 7. I'm sure googling "outlook rules location *your OS*, *your
version* of outlook should get it pretty fast. But if you export them you
don't necessarily need to know where windows hides them...
