It's really a control center for the ATI suite of "tools." I imagine it can
be deleted either in Programs and features or using revo uninstaller. As
Norm suggests, it's not needed but my runs ok so I very occasionally use it
to tweak settings (not, frankly, that it does anything of note).

Update Checker continues to show that ATI Catalyst Control Center needs to
be updated (I'm running something like version 6 and UC shows something like
10). It can never get updated - it goes through all the motions like it's
updating, but it doesn't get updated. Frustrating, but if I don't really
need it - then what is its purpose?

The ATI Catalyst Control Center is not needed for normal operation. You can
shut it down and disable it using msconfig.
