Hi Robert
You may be thinking of the "recovery partition" which is a special partition on the main hard drive of some computers that is used during the Recovery process.
The person was talking about an external hard drive, though, which would not normally contain a partition needed for the Recovery of the operating system.
Extenal drives, therefore, can be partitioned into any size or sizes that the person wants them to be, and can be changed at will.
