You're connecting the 3rd drive via USB, so I don't think the problem is SATA related.
You know the drive is good, so I would suspect the external enclosure. The enclosure contains a circuit board that converts the SATA connection to USB.
Does the drive feel like it's spinning up (vibrating) .. perhaps you have a bad power connection.
Is it an actual external drive enclosure, or are you using one of those adapter modules?
If it's an adapter, it may not have enough power to spinup a 3.5" SATA drive.... you will need to connect the adapter's power cable directly to the SATA drive (with a 4 pin to SATA power converter cable) and just use the adapter to connect the data cable.
