It could be lots of things.
For one, go to the physical controls on your monitor and see if you can reduce the height of your display. Perhaps the task bar is just down below where you can't see it?
If Taskbar and Start menu don't open in Control Panel, maybe it is opening, but you just can't see it. If you have previously dragged it down to the bottom of the screen, and now the taskbar is off the screen (as above) you won't be able to see it.
Check your screen resolution.... has it changed, or is it the same one you always use? Try changing to a different resolution.
If none of this works, you can try:
1) Do a System Restore back to before the problem occurred
2) Download and install new video drivers. After you download them, don't install them immediately. First open Device Manager and Remove any listing under Display adapters. Do not reboot.
Then install the new drivers and reboot if you need to.
3) If all of this fails, you can boot the computer with a Windows 7 DVD and choose the Repair Windows option.
