Do you mean reload as in re-install Windows? Do you have an Internet connection, are drivers installed? Could you have malware that is keeping you from connecting?

i reload window xp and internet explorer will nnt come on when i double click internet for two second then it disappear will not stay on . i load on dell latitude d600
