[Simply Computers] Even after I turned my laptop off, the cooling pad was still working

It's weird, isn't it? I turned off the laptop and I even pushed the switch on the power strip to turn off the rest of the appliances. The cooling pad fans were still running. Why? The laptop was off, but I assumed, since I cut the power by switching off the power strip, that cooling pad will drain the laptop battery energy overnight.

Just what the heck is going on? I just bought this laptop yesterday and it is already giving me surprises.

I had to disconnect the cooling pad from a usb port and only then it had stopped.

I'm wondering. Will I have to do that every time and eventually break a usb port, or is it safe to do and the usb port does not break that way? Or maybe there is a way to tell the computer to turn the usb ports off somehow?

It's weird and it never happened when I was using the laptop I previously had.

Here are the laptop details, in case you need them:

Present laptop:

Make: Toshiba
Model: Satellite L755

Previous laptop:

Make: Gateway
Model: NV79

I know that there are a great many of the group members one of whom just might know what to do, so, please share that knowledge of yours with me.

Thank you in advance.
