Vincent gave you good suggestions for your first question.
For your second question, reformatting your C: drive will probably cause Windows 7 on the D: drive not to work.
Regardless of what drive you install Windows on, it will install its boot files to the first primary partition that it finds.
Reformatting this partition will cause Windows not to boot.
ps ... I'm not sure this is still true with Windows 7, but it used to be.
As for running EasyBCD to fix the bootup problem, EasyBCD needs to have Windows running for it to work.
If the computer won't boot, you can't run EasyBCD, (to my knowledge).
You can always be able to boot from the Windows 7 DVD and repair the bootup, so be sure you have the DVD ready before you reformat C:
An interesting project for a Saturday afternoon when you have nothing better to do than disrupt a perfectly good computer ... let us know how it goes.
