XP and Vista will do it during the install, also.
I think you may have just misunderstood what "John Peters" was trying to say.
Under all three, if the install routine finds that there are no partitions on the drive, just free space, you are given the opportunity to Create a Partition, (more than one, if you like) Format it and then install Windows.
