I have Vista, and it worked for me, although there was no File menu. But if you go to Start/search and type "shell:sendto" --without the quotes--like the directions say to, then press Enter, you will see the contents of your "send to" context menu. Right click on any empty spot in that window and choose "new>shortcut", and the "create shortcut" Window opens. At least it does for me with Vista. That is what they meant by the "create shortcut wizard.". From there you just browse to what ever you want to put on your "Send to" menu. A folder or whatever you want.
