Now is the time I would be restoring my backup image.

Here's a google search with the search string "uninstall program that won't uninstall." You might want to have a look at the first page of the search. There are some advanced procedures that involve work in the registry. This may be a bit more work than you wanted. One thread suggests a reinstall of the OS.

Should you have to reinstall the OS, you may want to consider using imaging software once you're back up and running to lessen the possibility of this happening again.
