A few ideas although I've lost track of this thread a bit, so apologies if these solutions have been
offered already:
regular fixes don't seem to be helping so I'd remove MSE manually in the registry. Although I'm not
sure how comfortable you are in there. If you decide to do this, I'd advise making a system restore
point first as well as backing up the registry.

That should remove all traces of MSE so you can reinstall the program (or a different antivirus).
