I think the short answer to your question is no. There are various programs that can retrieve data
from a formatted drive. During a quick search, I came across a couple of people who had happily
recovered their files with a free program after formatting their hard drives - Easeus Data Recovery
Wizard:

If you're worried about sensitive data, I'd echo John's suggestion - use DBAN to make it
irretrievable by by overwriting all the data on there. There's some handy info about using DBAN on a
forum on the Eraser website:

Then again, if you're just getting rid of the whole computer and not selling it, you could just take
out the hard drive and flatten it with heavy hammer (very heavy, they're tough) or drill a couple of
holes through it.
