In WLM 2011..The menu bar was replaced with a Ribbon and 4 tabs.

If the Ribbon is not present, place your cursor in blank space anywhere
on the same line as the blue button(upper left, called the Windows Live
Mail button or File button), right click and uncheck 'Minimize the Ribbon'
If you are looking for program configuration 'Options' then click the
blue button, scroll and select Options, then Mail...or press Alt F O M.
If you are looking for settings for email or news accounts click the
blue button, scroll and select Options, then @ Email accounts...or press
Alt F O E
To access the Ribbon menu for News, Calendar, Contacts or Feeds(click on
the icon or text in the bottom of the left hand folder pane)
