I had this problem a while back. It was for a customer and I have
been trying to find my solution.
From what I remember it was a Windows "Association" problem.
It was not finding/handling the extension. In his case it was a
Powerpoint extension (PPS).
I had to go into the registry and delete a setting that was blocking
the association.
I will keep looking.
