Hi Tariq,
Again, it appears that the error is very specific to ACM.org, that is, something about HTTP Transfer.ocx is not working with their download utility.
As I am not a subscriber to their service, I cannot try it with my computer, and thus maybe discover the problem.
Your best bet is to contact Tech Support at ACM.org. directly.
There is one thing you can try ... you may need to add the site to your listed of "Trusted sites"
Try using Internet Explorer, and do the following: (it is a quote from a Microsoft page which is not about your problem, but is similar)
1.In Internet Explorer, click Internet Options on the Tools menu.
2.On the Security tab, click Trusted sites.
3.Click Sites.
4.In the Add this Web site to this zone box, type the address for the website.
If the website (or your computer) is not configured to use SSL, click to clear the Require server verification (https:) for all sites in this zone check box.
5.Click Add, and then click OK.
6.Click OK
