Open up Internet Explorer. It doesn't have to be connected, just get it
open. Then click on tools, then click on Internet Options, then click
on Connections. In the middle of the page put a check mark by "Never
Dial a connection." Save and/or apply and close out all the boxes, then
close Internet Explorer. You will now have control over your
connections again.

You may just also be able to click on Settings when it is trying to dial
a connection and change the settings from there.
