The resulting DVD will be a UDF formatted filesystem with that specific
file structure. How you get that structure depends on the tool you use to
"author" the disk. Most burning tools can take any old video file and
transcode the video to MPEG2, split the vob files, add a root menu, put the
files in the correct structure, create an iso image of the disk, and stream
that image to the disk using the burner. Less useful tools require that you
start somewhere in the middle of that build pipeline. All of the modern
tools like Nero can do it all magically.
