If you're having trouble installing PC Inspector Smart Recovery, you could try the free edition of Easeus Data Recovery Wizard:

Or there's a variety of the free recovery programs on this page (i.e. not the trial versions of File Scavenger or eIMAGE Recovery).

One of the most well-known ones in this list is Recuva. Have a look at the user reviews first under each program before downloading.
