After some stumbling around I figured that it was the power supply cord that was causing the problem.(Lots of other people were/are having the same problem.)
I salvaged an old 12 volt power supply cord from my 'junk' pile. I spliced the Maxtor's power cord and jack to the power supply unit, and that solved the problem. Be careful if you try this because the power output from the transformer/rectifier is DC, and the polarity must match that of the Maxtor's.
