When you were able to go online when not in a WiFi area, you were using some sort of cell phone service.
The current versions of that are called 3G and 4G.
The iPad 2 comes with both WiFi and 3G, if you buy them from ATT or Verizon, and sign up for the 3G service.

You're correct that there is no free 3G (that I know of).
The 3G that comes with the Kindle is not free ... it's included in the price of the purchases you make at Amazon. Amazon just does not bill you separately for it.
