Recertified by far the better one...Netbooks are really to slow for internet use most of the time

I am planning to buy a small/cheap computer for my daily light use.
My only requirement is that it will be able to run 32 bit software program.
As I found out, some Netbooks are installed with 32 bit Windows 7 Starter.
I have found one brand new Netbook and one Recertified laptop in almost the same price range.
**I will replace the hard drive of the Recertified laptop, therefore it is not a concern.**
Can anyone tell me which one of these machine will perform better based on their CPU, Ram and graphic chip?
