There is one way I can think of, but it's pretty extreme. Microsoft's free TweakUI will let you disable drive letters, so you could disable all the unused drive letters between the last one that the computer is assigning and the one you want to use.
In the example given, where the person wanted the external drive always to be X:, they could disable all the unused drive letters in between.
This is not something most people would want to do ... for one thing, it's easy to forget that you disabled the drive letters, and then when you plug in a new device, and it gets a weird drive letter (like Y:) you won't know why. And you might not remember how to fix it.
Also, if you make the first available drive letter X:, then that only leaves you two other choices for other devices, should you want to plug them in.
So, pretty extreme, but I think it would work.
