There is nothing different about the USB port. They are all 4
conductors, with ground on one end, the 2 data lines in the middle, and
the +5 volts on the other end. That is, there is 5 volts on that pin
when the designer of the motherboard that supports that USB port makes
it available. There is no "LAW" about this, and thus there is no way to
tell what your CURRENT laptop does without trying several situations and
measuring the voltage on that pin.
The reason your cooling pad kept running, which is what your posting
here was about, was because there was still 5 volts on that USB port.
If you want to know why there was still 5 volts on that USB port, you
can try asking the manufacturer of the laptop. Maybe they thought it
was a good idea to leave one of the USB ports hot in case you wanted to
use it for a USB powered lamp, I don't know.
