Hi Phyllis,
I have a Vista laptop here, so I fired it up to see what setting you might be missing. I can simulate your situation depending on my "View" button settings. So try this - open a folder with pictures, click the "view" button in the upper "header" part of the screen, and choose anything BUT "list", "details" or "tiles" from the choices presented. In other words, choose either "extra large icons", "large icons", or "medium icons". When I do this I see icons that are miniatures of my photos.
