I would recommend the following.
First I would give him the opportunity to make good. Email him, explain
the problem and ask him either to send you a legitimate operating system
or to allow you to return the computer and get a refund.
If you do not get a satisfactory response, send him a letter by
registered delivery pointing out how you have been defrauded and saying
that if he does not fulfill his responsibilities according to the Sale
of Goods Act 1979 you will be obliged to take legal action against him
and say how this action will be taken (below).

If you still do not get a proper response then go online and take action
in the small claims court. If the computer is OK, then claim for the
cost of a legal copy of Windows 7 plus the cost of the claim and the
cost of the recorded delivery.
