this sounds rather familiar .. have you posted this problem to this board before? no big deal, just curious ..
How did Bryce's suggestion work out?
I see the computer is less than a year old, but that is not relevant... they can go at any time (and do!)
As far as will it boot if the CPU fan is not working? Maybe ... it depends whether it runs a test on startup that includes receiving an rpm response signal from the fan.
Usually the fan will come on at full speed when booting, then settle down to idle. If your fan is not working at all, this could be the cause. But again it depends on your computer.
The flashing lights may be a code signal ... take a look at the Troubleshooting section of your user manual for any indication of what it might mean ... the manual can be downloaded (hopefully) from the Toshiba website.
