Hi Phil

Your original message said that the problem happened right after running a Windows update. You tried a System Restore, but that did not fix it.

If you still think the Update is the problem, you can manually remove them in Control Panel, Add/Remove Programs.

Make sure the "Show Updates" box at the top is checked.

Each update should be listed by the date it was installed.

2) As you tried the Fix It utility, and you still have the problem, the next step suggested by Microsoft is to manuall edit the Registry. If you are not comfortable doing this, I can do a Remote Login to your computer and walk you through it.

3) Other folks have sent links to additional suggestions which you might try, just be sure to follow the steps exactly.

4) I don't recall: Did you try running the free Malwarebytes to see if malware is causing the problem?

If you live in So. California, I'd say just bring it over. Otherwise, let me know if you want to do a Remote.
