The fan should turn on when the laptop reaches some temp threshold and the fan speed will also vary with the core temperature.I might be able to find that info for you.
If you are curious about your computers processor temperature, you can download a little program called Core Temp

Does the fan turn all the time? After the attempt to clean it with the canned air, the machine has run for 10 minutes without making any large amount of heat. But the fan is not turning.
Sadly the battery still drains in 1/2 of one hour so maybe I had two problems at the same time.
I sure do wish I had kept my old battery.

Usually you can clean a clogged radiator by blowing compressed air
backwards into the exhaust area. I recommend the compressed air like
you can buy at Office Depot or other places. If the lint is not too
embedded in the cooling radiator fins, it will blow out. Be prepared
for a dust storm when you do this.
