the problem is likely an IRQ or com error. WinXP should eliminate these
type of things but I have seen it with multiple devices of the same kind
-and what IRQs the hardware can operate its been known to occur especially
if you are using non-plug-n play devices

disable the device you do not want to use and then uninstall the one you do
want to use including any other entries ( sound cards have game controllers
etc). Then either restart the PC or goto the menu above and select scan for
hardware changes. Windows should detect and correct the com port and IRQ
conflicts. If its plugnplay device and windows does not detect it there is
a device problem or some other piece of hardware that is blocking the
detection... that's where using the other OS will help because if it finds
it you know its a Windows drivers issue rather than a hardware failure.
