Job Description

This request is for a business analyst to perform system test duties for
Phase One of Wisconsin Work Programs on the Web (WWP). The Division of
Management Services uses several applications to manage various aspects of
the programs it supports. This new application will interface with: CARES
Worker Web (CWW) which determines eligibility for the child care subsidy and
the Wisconsin Works (W-2) program; Client Assistance for Re-employment and
Economic Support (CARES) which is used for case management of W-2 and
FoodShare Employment and Training (FSET) participants; a number of data
warehouses which support federal reporting requirements, reporting needs of
partner agencies and internal monitoring requirements; as well as a number
of other systems. These applications are currently a mix of mainframe and
web technology. The business analyst should have the ability to work as part
of a team comprised of state technical staff, state and local agency
business staff and outside IT vendors and to act as a liaison between highly
technical staff and business oriented staff with less technical expertise.
Some project leadership experience is required.

The candidate for this position should have excellent written and verbal
communication skills and be comfortable preparing and delivering stand-up
presentations to diverse groups. S/he should have the flexibility to flow
easily between projects and tasks as priorities change and an interest in
learning about multiple applications. Programmer/analyst experience is
desirable, but not required. Previous experience with Wisconsin's child care
subsidy and/or W-2 program is a plus.

Comments

Mainframe environment - MVS mainframe, DB2, DB2 stored procedures, Platinum
Web environment -- W2K web/application servers, UNIX database server, Oracle
database, VB & VB.Net, ASP.Net, DB2 Connect, Crystal Reports, and SQL
Navigator. The knowledge of CWW and CARES is not required, but is preferred.
Preference will also be given to qualified candidates with business
knowledge of Wisconsin's TANF and Economic Support programs (e.g. Wisconsin
Works, Wisconsin Shares, FoodShare) and Job Center programs, and familiarity
with State of Wisconsin application systems, procedures, and development
standards.
