I'm gong to recommend a bit of juju magic.

It won't hurt your system and about once in fifty times it works.

Pull the plug out of the wall (that goes to your computer) then press - AND HOLD for ten seconds- the button you use to normally turn on your PC. Release the button and plug in your computer. Press the Power button as you normally would.

Let us know if juju works.
