Have you tried just letting the computer boot, without choosing anything.
All Computers show that option screen but you never have to choose anything, the system just eventually defaults to boot into Windows.
If it just hangs there longer than a couple minutes or so,then you should reboot and start repeatedly tapping the F8 key when you see the Dell screen and enter boot options screen and from there choose to let it boot normally first.
If that does nothing,then reboot and wait to see the Dell screen and immediately and repeatedly tap the F8 key,this time choose LAST KNOWN GOOD CONFIGURATION.
If those do not work,ground yourself to a metal object like a file cabinet to discharge any static electricity then unplug your power chord and open the case look for and remove the battery,wait about 5 min,then put the battery back.
Now plug in the power chord and restart the system,some info will be missing,but if you let it boot into Windows welcome screen,then you should be able to adjust the date,time.
