Hello,
Well, next step you might try a different browser, just to compare notes. Something like Google's Chrome or maybe Firefox, or even the built-in IE.
I've never used Safari on a Windows computer, but have heard that it is not the best.
Perhaps someone here uses it in Windows on a regular basis?

I did not download Scroll App. The Logitech Scroll App is a software plugin that provides a smooth scrolling experience using Internet Explorer 8, Internet Explorer 9, and Firefox 6 while browsing through web pages via the internet. It is Windows 7 only.

It has a problem where the browser (Safari for Windows) view spontaneously switches to desktop view; the outlines of smaller windows that were open and browser window inexplicably switch to desktop background (I'm using Blue Water desktop background). Moving Logitech MX310 optical mouse forward/backward causes browser windows to reappear (mouse worked fine on old XP32 system). A real nuisance! How to correct this?
