Windows 32 bit (any version) can only "see" up to 4 GB RAM at the most.... As some of available memory is used for Windows backend processes, 32 bit Windows usually reports less than 4 GB.
Anything over 4 GB is wasted on Windows 32 bit ... you need 64 bit to be able to use it.
As far as CPU speed, you may be seeing some form of "speed stepping", which means that the processor slows itself down when it isn't doing any work that requires the full speed.
You see this often on laptops, which has the effect of conserving battery life and lowering the heat generated.
Try running a bunch of things at one time (a couple of Youtube videos, download a big file, edit some photos) and see if the cpu speed comes up.
