Are you sure the drives are IDE, not SATA?
If IDE, are they on the same channel (Primary or Secondary)?.. look in your BIOS to see if you can tell.
If they are both IDE, but are on separate channels, changing the jumpers won't matter.
If all else fails, perhaps you can set the hard drive to Cable Select?
