In safe mode the computer starts with the minimum number of resources to allow it to run so many resources are turned off.

What is different in the safe mode? Neighbor reports that his machine will
boot up in the safe mode but he gets the BSOD when he trys the normal start
up. I think he said Win2000 but I could have misunderstood.
