Peer blocker doesn't work. In fact, it probably hinders more than it helps.
What peer blocker does is blocks a list of *known* bad IP addresses, but
people whom you wish to block can simply get another IP address. Given that
there are 4 billion possible IP addresses, it stands to good reason that
gaining another IP address is not that hard. All peer blocker is is a false
sense of security. If you're concerned about thing of that nature, I would
suggest a seedbox, a VPN, a proxy or usenet.

To answer your question though, there are others around, such as peer
guardian 2, peerblock and a few others, but as I said, they effectively do
nothing.
