Vincent's tip should have worked,but as it did not, you may have a "Group Policy" in place.

There is a Group Policy Editor that you can look through, unless they've also locked that.

Open a Command Prompt window and type:

gpedit.msc

and press Enter.

If you can get into Group Policy, look around under all the subsections. You may find one about "Allow changes to ..."

Read through it carefully ... Group Policy is written in reverse-logic, so the above command would probably be set to "Deny" or perhaps the Administrator account only (not a User with Administrator privileges)

ps. There's a built-in Administrator account in XP which only becomes visible when you boot into Safe Mode, that you can try.

Also, look at the login screen for Windows. Right below the username and password boxes, there may be another one for "Log in to ..".

This indicates that the computer was used in a Domain environment. In the box, there should be a drop down arrow where you can choose the business network, or "This Computer". Make sure THis Computer is selected.

If you are unable to make the changes in Group Policy, or are unable to login under This Computer, the computer settings that you want to change may be locked from you.

You may either need to return it to who you got it from and have them unlock it, or reinstall XP from scratch.
