OpenDNS.org is a legitimate site that can help protect one from going to a bad website by accident.
It also has a feature where one can signup for an account, and then set options to what websites are restricted.
If the WiFi hot spot that you are using subscribes to OpenDNS.org, I don't blame them a bit, however I don't understand why that would be set to block you from going to antivirus software websites.
Does this WiFi hotspot have anyone in charge? You might show them your problem, or contact your legitimate ISP ... they should be able to explain it.
Or take your laptop to a library, or Starbucks, and download your antivirus software from there. (I recommend Avast, but AVG is good)
ps ... you may be able to bypass OpenDNS on your computer by changing your TCP/IP settings in Network Connections from "Obtain automatically" to a set number. Change them to the Google Public DNS:
