I believe (as Bryce said) that you have a corrupted installation of Windows and need to reinstall it.
Some earlier computers could not boot from USB and I think that is what you have.
You'll notice that USB is not in the list of bootable device options that you mentioned.
You will need to boot the computer with a Windows XP install CD, delete the current Windows partition and reinstall.
