I had a similar situation a while back and was able to get back up and running again with the right tools and a little effort. My nephew's PC was badly infected with malware. I pulled his HDD and connected it to my CLEAN PC with a USB adapter. Zapped it with Malwarebytes,SUPERAntiSpyware and MSE. It took hours and many files were identified as malware and deleted. I pulled the HDD from the adapter and put it back into my nephew's PC. I quickly got a screen telling me that Windows was unable to start because some system file was missing or corrupt. I can't remember if I tried booting in Safe Mode or not but I do remember dreading having to tell my nephew all his data is gone. After thinking for a bit, the screen told me exactly what file was missing and where it was located, so I went to my PC and took a look for it and sure enough there it was. So I copied it to my desktop and brought my nephew's HDD back and hooked it up to the adapter again. I was able to navigate to where it should be on his OS (we both had XP Home Edition) and sure enough it was nowhere to be found. I then copied the file to the System 32 folder and crossed my fingers. I was greatly relived when it fired up without any problems.
If this sounds familiar then you are in luck. That USB adapter will also connect laptop HDDs. I would connect the HDD to your PC and copy the file to the laptop HDD and hope it works. The message I got looked something like this....missing or corrupt C:\WINDOWS\SYSTEM 32\XXX\XXX (can't remember the file name). This is the location and file that is missing, I don't think mine was a .dll.
